Imbalanced population distribution and industry development  Major public investments were concentrated in the urban areas resulting in an imbalance of development between urban and rural areas. Public investment has been made mostly in the urban areas resulting in slower development in peripheral rural areas.  The urban development is in disorder due to a lack of flexibility in its planning and administration; the land has not been efficiently developed.  The planning and construction of transportation systems are mainly in urban areas, contributing to imbalanced development between urban and rural areas.  Public facilities are inadequate and services quality is poor.  Tourist and recreational resources are not well planned; lack of conservation concepts and effective operation.  Natural resources are inadequately used which endangers the ecosystem.  Professionals in urban planning and design are insufficient and the management system is unsound.

Upgrade the functions and qualities of planning and construction with reinforcement of their potential and guiding principles.  Create a win-win situation by using “goal orientation” as the legislative and planning mindset to develop an environment for the continuity of urban industries.  Integrate urban design with local festivals to develop the characteristics and charm of each township.  Enhance civil infrastructure, which should be a top priority for national policy.
